The Department of Medical Assistance Services (DMAS) continues to work in conjunction with the Department of Health Professions (DHP), the Department of Behavioral Health and Developmental Services (DBHDS), Virginia Department of Health (VDH), the Medicaid Managed Care Organizations (MCOs), Magellan and numerous stakeholders to design a transformed model for addiction and recovery treatment which is based on the American Society of Addiction Medicine (ASAM) standards.  The ASAM Criteria is a nationally recognized set of treatment criteria for addiction and recovery treatment.  Providers will need to demonstrate they meet ASAM criteria in order to be credentialed by the Medicaid MCOs and Magellan to participate in the DMAS Addiction and Recovery Treatment Services (ARTS) program which will be implemented April 1, 2017. ASAM criteria will be used by providers, MCOs, and Magellan to provide the assessment for all addiction and recovery treatment services including level of care and length of stay recommendations. 

Once providers have attained the appropriate license through DHP, DBHDS and/or VDH, provider should immediately start the credentialing process with the Medicaid MCOs and Magellan to ensure they are in-network for the April 1, 2017 ARTS implementation date. Residential Treatment Service providers (ASAM Levels 3.1, 3.3, 3.5 and 3.7) must submit the ARTS Attestation Form, ARTS Organizational Staff Roster and copy of the appropriate DBHDS license(s) to DMAS by Dec. 15, 2016 to ensure the ASAM site review is completed as part of the credentialing process with the Medicaid MCOs and Magellan for the ARTS implementation April 1, 2017.  Submissions of the required documentation after December 15, 2016 may delay the ASAM review process.  Please do not delay submitting these documents to DMAS. Providers may submit these documents simultaneously to DMAS as well as the Medicaid MCOs and Magellan.

Providers attesting to ASAM Level 3.1 to 3.7 are required to submit the ARTS Attestation Form (ASAM Level 3.1 to 3.7), copy of appropriate DBHDS license(s) and ARTS Organizational Staff Roster to DMAS via email (to expedite the review) and also mail in signed copy. Thank you and please email if you have any questions.
