BPOL reform measure advances

HB 10, which would preclude a locality from increasing its business, professional and occupational license (BPOL) fees or taxes above the rates of its BPOL fees and taxes imposed for the 2011 license year, has passed the House of Delegates by a vote of 88-12. The bill, which the Medical Society of Virginia (MSV) supports, also provides that a locality that elects to impose a BPOL tax on Virginia taxable income may not thereafter impose the tax on gross receipts. The bill was introduced by Del. Mark Cole (R-88th, Spotsylvania), a long-time champion of BPOL reform.
